  • 13 zero tolerance

American Heritage Dictionary: The policy or practice of not tolerating undesirable behavior, such as violence or illegal drug use, especially in the automatic imposition of severe penalties for first offenses. В других определениях подчеркиваются дополнительные оттенки: policy that accepts no mitigating circumstances for improper behavior (сайт Moneywords); a form of policing that allows no crime [от себя добавлю – в том числе то, что у нас называется мелким хулиганством, – disorderly conduct или rowdy behavior] to be overlooked (сайт The Phrase Finder).

The City will have zero tolerance for drivers who block intersections or park illegally.
Mayor Giuliani’s zero-tolerance program has been positively received for its effectiveness in curbing crime. But arresting first-time offenders for something like fare evasion is taking the law to extremes (Age).
